The primary function of the Records Division is document retention, storage, destruction and retrieval of electronic and manual records. The Records Division is also responsible for answering the main phones and staffing the reception area of the main lobby.
Other services include requests for open records materials, processing and approval of reports, including accident reports, local records checks, RV and solicitor permits, and monthly statistical reports.
The Records Division's hours of operation are Monday through Friday, 8 a.m. to 6 p.m. The division is in the Frisco Police Department headquarters building in the main lobby on the first floor.
The City of Frisco's new alarm ordinance took effect in December of 2009. To review the ordinance, renew your permit or apply for a new permit, please call 972.292.6000 and speak with a records clerk.
To apply for an alarm permit, please download and complete the alarm permit application and return it to the Records Division at the police headquarters building.

Block parties are events that include all residents in a community. Please complete the Block Party Registration form, the Event Coordinator Acknowledgment form and provide a map with references to where the block party will be held at least two weeks prior to the event. If you have any special requests (e.g. visits from McGruff, police or fire equipment, etc.), please note this on the registration form. Once your block party is approved, you may contact Public Works to pick up cones for your event.
Motor vehicle crash reports, written by the Frisco Police Department, are available for purchase online. The cost of an online crash report is $9.
TXDOT also offers crash reports online for $6 (or $8 for certified reports). To obtain a report from TXDOT, please follow this link: TXDOT CRASH REPORT REQUEST.
The cost will remain $6 if purchased through mail or in person, at the Frisco Police Department.
To obtain an accident report in person or by mail, complete a Request for Crash Report and return the form to the police department, along with payment of $6 (or $8 for certified reports). Checks should be made payable to the City of Frisco. Crash reports are usually available three to five business days after the accident.
Driver's Crash Reports (CR-2) are also available online. The CR-2, also called a "blue form," can be completed by a driver of a vehicle involved in a crash that is not investigated by a law enforcement agency. Additionally, the blue form can only be used when there is no injury to any person involved in the crash and the value of damaged property does not exceed $1,000. Local Records Check
The Request for Local Records Check form must be returned in person and a valid driver’s license or other official photo ID is required. There is a $5 charge per request. The request will take between three to five business days to process.

Public Information Requests
The Public Information Act governs information that a governmental body collects, assembles or maintains and states that the information is, in general, either open to all members of the public or closed to all members of the public.

City ordinance prohibits solicitation or distribution of handbills without first obtaining a written permit. Political and religious handbills do not require a permit. Knocking on the door and asking you to vote for a candidate or talking to you about religion is not soliciting.
The permitted hours of solicitation per the city ordinance are as follows:
Monday - Friday: Before 9:00 a.m. and after the earlier of dusk or 9:00 p.m.
Saturday and Sunday: Before 10:00 a.m. and after the earlier of dusk or 9:00 p.m.
For purposes of this section, dusk means thirty (30) minutes after sunset.
The solicitation permit application and DPS Computerized Criminal History Verification form must be submitted in person, along with a non-refundable fee. The first two pages of the application are to be completed by the on-site solicitor supervisor, and the last page is to be completed by each solicitor. A valid driver’s license or official photo ID is required and a criminal background check will be performed. A copy of the handbill or flyer must also be submitted and it must have the company name, address and phone number printed on it. The cost for a solicitation permit is $50 per person.

Uniform Crime Reporting
The Frisco Police Department participates in the Uniform Crime Reporting (UCR) Program, which was conceived in 1929 by the International Association of Chiefs of Police to meet a need for reliable, uniform crime statistics for the nation.
In 1930, the Federal Bureau of Investigation began collecting, publishing and archiving UCR statistics. Today, nearly 17,000 law enforcement agencies across the United States report their annual crime statistics to the FBI, including the Frisco Police Department.
