 Water Management Plan 

  • The new Water Management Plan adopted by the Frisco City Council on April 7, 2009 is divided into two sections: the Water Efficiency Plan and the Drought and Emergency Response Plan.  See the complete Ordinance and Plan

     

    The Water Efficiency Plan 

    The Water Efficiency Plan was developed to reduce the annual waste of water. The following outdoor watering requirements are enforced year-round: 

     - No watering of impervious surfaces like streets, parking lots, alleys, driveways, etc.
     - No watering during precipitation or at temperatures below 40 F.
     - No water runoff flowing away from property.

    Spring and Summer Watering Schedule  (DAYLIGHT SAVING TIME) 

    When you adjust your clocks for Daylight Saving Time (DST), remember to adjust your sprinkler system controller for the time of day restrictions that begin with DST.

     

    Water Use Guidelines

    Time of Day Restrictions - Outdoor watering with a sprinkler system is not allowed between 5 a.m. and 8 a.m. and between 10 a.m. and 6 p.m. during DST. These watering times were adopted to reduce water waste during the heat of the day due to evaporation and high winds. The 5 a.m. to 8 a.m. hours help to offset the demand for indoor water use when residents are preparing for work and school.

    Day of Week Restrictions - The recommended watering day schedule becomes mandatory during July, August and September. The watering day schedule is based on residential trash day plus one additional day. Non-residential customer watering days are based on location within the residential trash day zones (See Map). 

     

    Other Guidelines

     - You may hand water your landscape with a shut-off nozzle, soaker hose and drip/bubbler system at any time, on any day.
     - Landscaping associated with new construction may be watered as necessary for 30 days from the time of installation. City approval is required.
     - Registered and properly operating smart controllers may irrigate without watering day restrictions, but not more than once every five days. Check the Smart Controller Program for more information.
    - Home car-washing is permitted at anytime with the use of a shut-off spray nozzle.
    - Normal use and maintenance of swimming pools are permitted. 
    - Watering during the restricted hours is considered water waste and may result in a water waste violation.

      

    FALL AND WINTER WATERING SCHEDULE (CENTRAL STANDARD TIME)

    The city recommends the following guidelines:

     - Avoid outdoor watering from 5 am to 8 am and from 10 am to 6 pm daily.
     - Once per week outdoor watering, if necessary, based on your residential trash day.
     - You may hand water your landscape with a shut-off nozzle, soaker hose and drip/bubbler system at any time, on any day.
    - Avoid planting cool season grasses.   

     

    YEAR-ROUND ENFORCEMENT 

    Residents are encouraged to report water waste. Contact the Public Works Department by phone (972) 292-5800 or send us your water waste report.   

     - Violations will be documented by city staff using time-stamped electronic photographs and filed for review.
     - First-time violations will receive a RED door-hanger with a $25 administrative fee included on the next available water bill. This fee will be waived with the completion of a free irrigation check-up within 30 days. Call the city’s licensed irrigator at 972-292-5844 to schedule the check-up.
     - Additional violations can include monetary penalties and disconnection of sprinkler systems.
       

     

    Drought & Emergency Response Plan 

    The purpose of the Drought and Emergency Response Plan is to conserve the available water supply in times of drought and emergencies. This plan was developed in consultation with the North Texas Municipal Water District focusing on reservoir capacity and water supply issues.

     

    Drought Response Measures

    Stage 1: Voluntary Restrictions

    Primary triggers - Lake Lavon and Lake Chapman below 65% capacity

    Stage 2: Mandatory Restrictions

    Primary triggers - Lake Lavon and Lake Chapman below 55% capacity

    Watering permitted two days per week

    Stage 3: Mandatory Restrictions

    Primary triggers - Lake Lavon and Lake Chapman below 45% capacity

    Watering permitted one day per week

    Stage 4: Mandatory Restrictions

    Primary triggers - Lake Lavon and Lake Chapman below 35% capacity

    No outdoor watering
